Wavyleaf Mullein
Verbascum sinuatum
A medium to tall biennial, that can reach a height of 1 m (3 1/3 ft). Its flowers are yellow, 15 – 30 mm (3/5 – 1 1/5 in), borne in clusters on a twiggy, widely branching inflorescence. Flowers have five (5) stamens, with violet-haired filaments.
This plant is very abundant throughout the range and can be found growing - between April and July - in rocky places, sandy coastal habitats, roadsides, banks, dry fields and gardens.
By the way, I did an extensive search on the Web, however I could not find any information on the Wavyleaf Mullein's edible/medicinal properties or other uses, so I presume it's only usefulness is that it's pleasing to eye.
